The Ministry shall classify the freelancers as follows on the recommendation of the committee for settlement, employment and income-generating activities:-

(a) "A" category for those who do not have a house and land in the name of themselves or their family,

(b) Those who live on public or government land and do not have land in their name or their family "B" ” category,

(c) Those who own up to two katthas of land and houses in the name of themselves or their family, “c” category,

(d) Those who have more than two plots of land and houses in the name of themselves or their family. "D" category.
